MISSOURI UNIVERSAL SERVICE FUND


Welcome to the website for the Missouri Universal Service Fund.



The Missouri Universal Service Fund is overseen by the Missouri Public Service Commission and provides financial support to landline companies participating in the Lifeline and Disabled programs. This support is limited to program subscribers with service that includes voice service. Monthly Missouri USF support can be up to $24 per subscriber. Consumers should contact your voice telephone provider for more information or to obtain an enrollment form. Qualifying criteria for the Lifeline and Disabled programs are:

You may also qualify for Lifeline discounts if your annual income level meets 135% of the Federal Poverty Level.




IMPORTANT NOTICE FOR COMPANIES:

MISSOURI USF ASSESSMENT REINSTATED EFFECTIVE JANUARY 1, 2023

The Missouri USF assessment is suspended through December 31, 2022. On January 1, 2023, assessment obligations will resume at the rate of .0015 per a recent Missouri Commission order issued in Case No. TO-2019-0346. CURRENT MISSOURI USF SUPPORT AMOUNTS:

$18.75 Lifeline Subscriber with voice-only service or voice service bundled with non-qualifying broadband service.

$14.75 Lifeline Subscriber with voice service bundled with qualifying broadband service.

$24.00 Disabled Subscriber with voice-only service or voice service bundled with broadband service.

Missouri USF support reimburses landline companies for providing discounted voice service to qualifying consumers in the Lifeline and Disabled programs. Missouri USF support is not available to wireless companies. Missouri USF support is also not offered for a broadband-only service. Qualifying broadband service refers to a broadband speed of at least 25 Mbps (down)/ 3 Mbps (up) or meets the exception identified in FCC rule 54.408(d). The total amount of MoUSF support and federal support shall not exceed the subscriber's monthly rate for service plus subscriber line charge. (Total federal support refers to federal Lifeline support and support from the Affordable Connectivity Program).

INTERESTED IN RECEIVING MISSOURI USF SUPPORT?

A company must be approved by the Missouri Universal Service Board to receive Missouri USF support. Status as an Eligible Telecommunications Carrier (ETC) is a requirement for participating in the Lifeline program; however, ETC status is not a requirement for the Disabled program. USING ONLINE SUBMISSION SAVES TIME AND REDUCES ERRORS.

Companies are strongly encouraged to submit applications for Missouri USF support and assessment forms electronically. Electronic submission requires a company to complete a User Registration form. Click here to be directed to the new User Registration form. Once your username and password registration is approved by the administrator, you will receive an email indicating your username and password is ready to use to submit your forms online. There will be a short delay between entering your registration and approval by the administrator. Please be advised that only one username and password can be registered for each company.

Application for Support. This form applies to those companies who have been approved by the Missouri Universal Service Board to receive support from the Fund for discounts provided to Lifeline and Disabled program subscribers.

Assessment Determination Remittance Form. Once the form has been submitted online, simply send in your payment via check or electronic funds transfer (ACH or Wire) and your payment will be matched to the electronically submitted form. Please be mindful of payment due dates. Late fees/penalties will be assessed based on when your payment is received not when you electronically submitted the form.

For those companies submitting their assessment forms online, the system will insert the correct rate.

Although it is highly recommended that companies use the online submission of forms, printable forms are available to use by clicking on the Quick Link “Printable Forms”. It is the responsibility of each company to ensure they are using the correct form when submitting payment to the fund.
